The idea was brought about after the release of the game. IIRC it was this yr when the info was released. Could be wrong.
I think it could link in with the announcement to be made at E3, plus the track logos found on website. Mass time-trialing/hot-lapping anyone? It could work in their favour to bring in something like Autolog in NFS for it, effectively bringing leaderboards to GT5.

My guess is the GT Driver's Club is yet another forgotten feature. I hope I'm wrong, but judging by PD's past standards, it isn't likely.
I've recently turned to iRacing to get my electronic speed fix. Needless to say, I haven't touched GT5 in a couple weeks. Yeah, iRacing only has a handful of cars, but the physics and quality of the competition is miles ahead of GT5.

Kaz said he wanted FIA GT1, DTM and .ect in the game so that might be it.

I've been wondering about this too, but am gonna wait for E3 before being concerned about much of anything.

For all the people who are hoping for a GT5 announcement at E3 should temper their expectations. There is no evidence of them even showing GT5 much less having any announcements for it. In fact the evidence points to just an update team working on GT5 and the main team is starting work on a new project. I think we are just going to have to chill and wait a couple years for GT5:A-spec or GT6.
