Alright GTPlanet Crew, I've just gotten word back from PlayStation Support:
I'm not able to check until I return home around midnight this evening but it looks as though it's not going to be a network patch unless this code has been automatically rolled out to all those confirmed as having the collectors edition?

NOTES: Whilst the pack was already in my account awaiting download
you need to Restore Licenses by [Closing the Application - GTSport] > Selecting [Settings] > [PlayStation™Network/Account Management] > [Restore License]. Then restart the game. You'll then see see a black UI titled 'Confirmation' with a thumbnail of a car with a black reveal cover (See image 5 below).
NOTES: Finally I should mention that I still have 3 duplicate cars in my garage.

Thanks for your call about PlayStation 4 (PS4).
I’m sorry to hear that you‘ve experienced a problem with your PS4. Please try the troubleshooting steps below. You can try to start the game in-between every step to see if the issue has been resolved.
Please check if your account is set up as Primary.
Please follow the instructions bellow on how you can set up your account as a Primary on your PS4:
1) Go to Settings
2) PlayStation Network/Account management
3) Activate as your Primary PS4
If your account is set up as a Primary on your console, proceed with the steps bellow:
1. Restoring Licenses
Select [Settings] > [PlayStation™Network/Account Management] > [Restore License]
2. Back up your saved data on a USB-stick. Please check the link bellow on how you can do that:

3. Delete the game

4. Restore the saved data:

I'd like you to try option the following options:
5 - Rebuild Databases
6 - Initialize PS4
7 - Initialize PS4 (Reinstall System Software)
IMPORTANT: Option 6 and 7 will erase all data on the console. Information on how you can back up your saved data can be found <as-html><b><a href="
