Side note - I bought the DLC Paints today... (incredible btw). They aren't "gift able" but they can be placed on a car and the car gifted of course. Can I do that and not lose the paint with a USB trick or something similar?

Yes you can. First save to usb. Then buy your cars and paint them. Then send it to the person. Then, delete regular data, and copy usb data. When doing this,make sure you receive gift first, then send. Or, don't revieve gifts until you've sent it.

The second half is confusing...

I'm not receiving anything... I'm the sender. And if I was receiving/using an item or gift as part of the scenario, the last two sentences above seem contradictory to this relative newbie.

I botched the save of the only ticket I was ever gifted, and it vanished (even though I've gifted many cars and dozens of paints without any problem).
