Ooh, now you're asking. I don't think it works like that here. They originally began registering cars starting with the number '1' and no prefix. When they reached '9999', they began adding prefixes, first 'HK' (e.g. HK 365), then 'XX' (e.g. XX 1924). After these were exhausted, I think they then used 'AA, AB, AC, etc. until we got to where we are now, which is 'N_'. Chinese people are very partial to 'lucky numbers', basically number that are supersticious in some way, so the plate in question could also be a personal plate. Basically, I have no idea when it was registered.
