No not at all.
Certain games can't but help copy.
Example.
Leaderboard golf on my old C64.
Now the latest Tiger Woods is guilty of ripping that off.
How?
Buy the fact that you hit a ball down a hole and keep doing it till your bored.
Punch out.
Fight night champion.
You smack someone in the mouth in both games.
Certain types of games are hard to implement new ideas without altering the real life laws of physics or rules.
Examples of innovative games could be the puzzle genre.
There not tied by real life or rule set.
RPG's are probably another way for developers to truly innovate but it gets harder for them to come up with original ideas after awhile.
Forza ripping off GT is a tired excuse IMHO.
