Visioneer 8700 Ontouch 3.0 problem

I am tired of Onetouch launching every time the system is using a periferal. Insert a CD - it launches, activate USB device - starts again. Visioneer provides no help whatsoever - their tech. support s.u.c.k.s.
Any help with workaround is greatly appreciate.
 
I thought msconfig wasn't it Windows XP. I don't remember it being there when I used it last, yet that site says msconfig can be used in WinXP.

I have not precisely defined the problem. When monitor is not running at all everything is fine. What I need to figure out how to make Onetouch monitor that is running in the tray not to look for scanner whenever I insert a CD in CDROM drive or when I attach a USB device.

MSCONFIG is in XP.

Well, either there is an option within the program to tell it not to look for new devices or you need to disable it completely with MSCONFIG.
