Of course there is a most civilized nation. It might not be perfectly civilized, but more civilized than others. Just like you could line up 10 turds and one would be the best smelling one, doesn't mean that either of them smell good though. If you compare turds to countries then the USA would be somewhere in the middle, like best smelling turd #5.
