Except the Prologue updates were still quite small; physics changes and a new cars. What you are talking about is adding major features like damage or weather - updates that would undoubtably be a lot bigger considering they would have such a major impact on how the game works.GT5p had 2 updates, their precedent is rather low.

It's a debug of the spectator mode, and probably online. There's even a chat option, as well as diferent views. I guess nobody thought this was big, but it looks like a sign of the promised spectator feature for online.

Things like a livery editor will cheapen the game down to Need For Speed level. That may be fine with you, but not me
Those blocks on the TV are not different weather, just when you make a photo or vid of those screens, you see them.
