Short version:
1. Fast racers are penalised with ballast. (Added weight/kg)
Make the podium, You get ballast.
Miss the podium in your next race, it is removed.
2. Slow racers will be given an advantage. (Head start by the race clock under reverse grid)
Last place gets a head start.
After qualification, we flip the grid, stager the start by the race clock so the old FULL DAMAGE race to turn 1 is not such a problem. (Is a race won or lost on the first corner of a 40lapper?)
3. Medium racers just need to stay consistent. (Consistency is key to winning a championship)

Just needed to clarify that distinction of definition above.
The question is how to do it.
My thoughts only............
1. Ballast - it does work.......eventually. Small amounts make little difference, and can actually be an advantage sometimes. It's only when the amount of ballast gets large enough do any benefits start becoming outweighed by the effect the ballast has on speed and tyre wear. And remember the comp is only 8 races long. You don't have the luxury of taking 4 races to start to make a difference.
2. Reverse Grid - Too many issues with the race to the first corner; Not enough benefit gained with a head start added; And prone to manipulation by drivers deliberately posting slow times during qualification.
Conclusion - I don't know a perfect solution either.

Here is "a" suggestion. I like to think of it as, "The Carrot and the Stick" principal. For it to work requires 2 things.
The "Carrot" (example only)
Points
1st - 30
2nd - 23
3rd - 18
4th - 9
5th - 8
6th - 7
7th - 6
8th - 5
9th - 4
10th - 3
11th - 2
12th - 1
The "Stick" (example only)
1st - 75kg
2nd - 50kg
3rd - 30kg
Ballast compounds until 200kg is reached.
Ballast penalty halved after 1st race finishing 4th or lower.
Ballast removed altogether after 2nd
consecutive race finishing 4th or lower.

On to another issue. After a fair bit of time with jasr73 testing the tracks in the series not visited by the ORS series using the Citroen, I(we?) would like to suggest 2 changes to the calendar for this series.
1. Change Round 6
From "Clubman Stage Route 5" 40 laps
To "Special Stage Route 5" ?? laps
Clubman is very short - sub 50sec lap. Even 40 laps will only take 35 odd minutes. Special will provide a bit more variety and a longer lap time, and a bit longer race.
2. Change Round 7
From "Trial Mountain" 80 laps
To "La Sarthe '09 (change weather, change time)" 25 laps
Trial is a bit punishing on the Citroen which has little suspension travel, even at maximum height, and may proove very unfriendly to some drivers.
La Sarthe is flat and long, will require less laps for the same distance(already calculated above for the same distance travelled) and has the added benefit of night time and/or weather if preferred. (Night time is a huge plus in my opinion).
