not really, while x86 helps a lot there is the issue of an api change. depending on how its made this can vary from something that can be done in a short around of time, couple of weeks or even days in some cases. On the other hand it can be complete hell. Devs also seem to think DRM is good thing(because the higher ups are honestly clueless when it comes to piracy) so compatibility has to be made. Compatibility has to be made for many graphic and cpu solutions, this has always caused me trouble, pretty much every game ive made fails to work effectively on amd cpus of the "bulldozer" generation and i have no clue why. Hopefully that is just my lack of experience and not a global issue. Extra things might be added as microsoft will want to shill this to complete hell, maybe add new features so it seems like there are pc exclusives and its not a straight port. The AI will be the biggest problem though, 100% sure of that. Trust me, ive helped port a few games and its not as easy as people expect, though i do hear horror stories of what it was like when porting from ps3, might as well straight from scratch.XB1 hardware is quite inferior to the PS4, especially in the graphics department. Should be no surprise that they are struggling to get 60 fps out of a game originally designed to run on mid-range gaming PC's. Porting Forza over to PC should be a lot more straightforward.
