bspec racer numbers

Im currently running the grinder and I noticed im not getting full fields of 16 the one I noticed had 10, Could that be a setting because it was only 3-4 of my friends or just my other friends bob are taken up. I only have about 12 friends with bobs being shared is that enough?

the account i'm using right now has the possibility of 19 racers to choose from. it's doing a 2 car race right now, because (i'm guessing) all my other bobs were taken up racing with other people.
