"If necessary, however, under long-standing principles of self defense, we do not rule out use of force before attacks occur, even if uncertainty remains as to the time and place of the enemy's attack."

He's going to attack sovereign nations even if he's "uncertain". A lack of certainty is not something that should dissuade us from war. We can invade on a hunch.
 
With a Pre-emptive sword-of-Damocles ule get a lot of very nice diplomats w/ very permanent loathing. There will be no forum on human rights if america has a veto on the subject ( & maybe a patent on human trafficking ). America is standing up for freedom . . . as a dictator w/ no equity on it's appraisal. That is a heavily overworked one twenty-eighth of the human population trying to be top doggy.
