I followed a tutorial. So, if that is counted as 100%, yes.

Filter > Render > Clouds
Filter > Blur > Radial Blur
Filter > Pixelate > Mezzotint. Select Long Lines
Filter > Blur > Radial Blur. Same settings as step 2.
Ctrl+U > Play around with hue and saturation. Make sure you click Colorize.

Radial Blur settings
Amount: 100
Type: Zoom
Quality: Best

Can't you teach yourself a vector program? - Jeeze what are these people....I taught myself Corel Draw 5 on a 486 when I was 10....4 years ago.

I probably could. I just couldn't be bothered. Tutorials are a nice way to learn a program and get all hyped up over the results when you first start out.
 
True....I did have a book though the only problem though the books spine was about 20cm thick...and I couldn't be bothered reading at the age.
