It doesn't look that odd now that I actually look at the picture. I was too excited about the R8 and Maserati GT to pay too much attention to the C3 (I only see the R8's and GT's at car shows usually) It looked like it had a weird body kit but maybe it was just the blurriness of the picture.
That's actually how they were built those 2 years. They changed the bumper and removed a 2 bumps on the bottom. The bumper was lengthened enough so the optional ducktail spoiler was integrated into the bumper itself. If you didn't order the spoiler you got a standard rear bumper without it. You can see the taillights don't sit as deep in the bumper either. It's basically an all new rear end. Here's a '78 and '79 compared to the '80 and '81. I think both look great.
