One of the biggest problems sony had this generation is that it's highest selling IP came late into the ps3 cycle.
The reason GT5 took so long is due to the huge number of features and asset creation work pd did. You also have to understand that they threw a large part of their programmng code from the ps2 era to transition to the new era of multi parallel coding.
So from sony's perspective it's better for them to have Gt6 within the first 18 months of ps4 launch like gt3 did for the ps2. It would help them drive their console sales and create hype for the new console.
And ofcourse the fanbase would salivate over new graphics, more cars on tracks, more advanced physics etc etc. win win for both parties.
creating a new brand new mainline GT game on the tripple is just a diminishing set of returns. No point in wasting resources.
