They have said in the past that the PS4 makes it look like it's downloading everything again, but in fact it's checking to see which files are already installed.
If you prepaid for a certain amount of data, you should be able to check after wards to see how much was actually used. It shouldn't be more than the current (new) update - no idea what it is for by the way.

Ok I tried all 6 cars:
- Nissan 370Z Nismo: Never liked its sound, but damn this thing drives good and fast. Please Evo, more Sport and Hatch cars.
- Nissan GT-R: Now all fanboys can shut their mouths. It doesn't handle as well as I expected but it is very fast.
- Corvette C7 Z06: It looks like another Corvette (the 4th!) but doesn't handle like one at all. It feels like a 458 Speciale with american raw power, I like it!
- Dodge Challenger: Well, it a muscle car with a Hemi Engine. What else? Oh yes, it drives surprisingly well.
- McLaren 570S: Doesn't really shine in any way, very boring car and also in the wrong class (should be performance).
- Peugeot EX1: not a fan of electric cars, but this thing is very good and funny to drive. It reminds me of a rocket on wheels.

It reminds me of the Tron light-cycle and moves like one too 
hellish fun to drive.I'm sure though that there will be further complaints about the GT-R being in the wrong class, that and the inability to apply a livery to it...and that we have to pay for them...and...well, you get the picture

The NTSC PSN store updates between 3-7pm EST.

You should also be able to access the DLC to download via the in-game store, assuming you have the season pass (it might actually work if you don't have that, I don't know for sure) I always find that's quicker.

Hmm - definitely should have all of the packs and free cars in there. Do you play the game from another console as well, or is this the only one? If you do play on a friend's console, then you will need to ensure that your home one is designated as the primary account. Not saying that's the cause, but it has been mentioned occasionally....I don't have the Season Pass since I don't play the game that often, But I do have several DLCs that I have purchased, But the In-game store Is not working, Is just a blank page

Also, refreshing licenses can help. Failing that, see if the Sony store helpdesk can help you.

My friend have this problem too. You should purchase the free DLCs via PS Store, not via in-game.

.Yeah, people will complain no matter what. Personally, I don't care about liveries, I never use them apart from replicas of real ones like the iconic Blue paint/White stripes for the Viper GTS.
One improvement I've noticed in this little 1.19 update is that now the ground is already wet when you start a race with light/heavy rain weather. Before the patch this only happened choosing dynamic weather and you could notice it in the time/weather menu.

Probably the maintenance, which does seem to be going on a long time.

Using Neotel MiFi because we have a cable-theft problem in our area. I'm on Cell C so I just bought a whole load of midnight data, and completed the updated after hours (it's rocket fast by the way). I was actually with Cybersmart a few years ago, but I ditched them because of their erratic network speeds. (and our cables kept being stolen.)
