Bethesda never announces something unless they are significantly far into it's development.
Bethesda also has a big conference at E3.

My bet is that tomorrow will be a teaser trailer and that there will be pretty significant gameplay at E3 and release by the end of 2015.

edit: watching it again, in acceptance of it still using the creation engine....the game does look pretty stunning regardless.
