Could be something Goodwood-related. The Festival Of Speed is a globally-known IP for sure, and an announcement at E3 would give us a release date very close to this year's edition. Forza and the FOS have been getting cozy in these past few years, so there is a relationship Playground/MS could've worked into a licensing deal.
As for content, the entire Estate stretches on for 48 square kilometres - more than enough to make even a "scaled down" version larger than any other previously released EP map (if memory, and my maths, serve correctly). And remember those vehicles that leaked before the launch of the game? Well, if you look at them, they can be neatly split into two categories: those that have made the climb already (like the DAF TwinTurbo truck and the monstrous Napier-Railton Brooklands special) and those that should make it this year (AMG One, Aston Valkyrie).
It could also provide a neat way to bring Rolls Royce back in the fold, as their HQ is on the grounds of the Goodwood Estate, but even if this wild guess ends up being correct, I wouldn't hold my breath.

I mentioned to Fulton that a lot of people were speculating Goodwood as a potential expansion for Forza Horizon 4, considering the launch event was being hosted at this spiritual home of car culture and automotive heritage in Britain – but he was quick to shoot down the idea.
