Personally I think the braking with ABS off is very good.
If you are braking at near peak load turning should be very limited as the tires just don't have the grip to take the lateral turning load as well as the retardation. If you sacrifice a little bit of retardation by easing off the brakes you get yourself a little bit more grip to turn with and that's generally how I've found it to be.
The point of lockup feels pretty intuitive for me, and there are slight audio clues to let you know when you have pretty much reach the peak braking force before lockup.
Personally I think this does a better job of simulating not having ABS than GT5 which I find to be a bit draconian in how much pressure it will let you put into the system in a short space of time, regardless of how far away you are from the maximum potential braking force.
