So - it looks like Toro Rosso, Red Bull & Brawn haven't secured engines for next year...
I believe Mercedes-Benz got special provisions to supply Brawn because they were a new team and in need of an engine; Ross Brawn said Mercedes and Ferrari instantly offered them engines as soon as they were formally created. But if Mercedes has to stop supplying one of their teams, who do you think they'll drop? Force India or Brawn?Brawn are Mercedes this year.

Don't worry - they're just potentially-rejigging it. The RBR will keep either the Ferrari or the Renault mill, Brawn might go for a Cosworth, and the sold STR (if they're still selling - by now, that's not a certainty) will get either the other Ferrari/Renault mill, or a Cosworth as well.

I'm new to F1 (just started watching it this season with Bahrain gp), but wouldn't thirteen teams equal 26 cars on the track, I thought the limit was 21 or 22. What would happen to the other cars?

Mercedes have long committed to supplying multiple teams, so I would think that once Brawn finalise their funding for 2010 then the Merc deal will become clear. Alternatively, since the Cosworth lump has no rev limit, Brawn could be looking to jump ship.
Just watch kubica. Hes had 3 this year.I wouldn't mind having the 20k rpm limit for new teams using Cosworth, I miss the kabooms.
Refuelling ban seems to be going ahead; apparently transporting the necessary equipment is very expensive and the teams see it as a way of cutting costs.
Why wouldn't they just have 13 at each track?
They have 2 for each pit box at least for a start...
