Better to crash into something safe that can absorb the impact than to hit a person, occupied vehicle, or solid object. Those tests are often have some quite odd answers, given that they're purely theoretical and aren't always indicative of what would happen in the real world. I've also found that they have a fairly poor understanding of car control and vehicle dynamics.
