I think, in the case of the public ones, it's that the people making the plans are in an (city hall) office so disconnected from the real world that this hilarity ensues.

So it turns out that people who have a skill get paid for it and those that don't, don't - but demand they get paid the same, either driving prices and cost of living up (rendering the minimum wage useless) or driving employment rates down as they get replaced by robots (rendering their minimum wage useless, because they're sacked). Funny old world.

All a matter of opinion. Some differ, including myself, but that's for another thread. I'm not saying people deserve a $15 minimum wage (apparently voters in San Francisco do) but a raise from $7.25 is long overdue.

So was the last raise, because costs of living increased and employment fell. So will the next raise, because costs of living increased and employment fell.

I know. Isn't it a shame we can't still just pay them a few pennies a day.
 
That's okay, they'll get unemployment compensation ...paid for by said company's unemployment insurance, which has to be funded somehow.

"Why yes, I'll have a second McFish for just $3 more. Why wouldn't I?"

For them, sure. Soon it'll be zero, because their job is so unskilled that it can be done by the customer themselves with a touchscreen and they'll have been forced, by legislation, to price themselves out of a job at the same time as cost of living rises. So of course taxation will have to rise to fund unemployment, which means the minimum wage needs to rise to cover the rise in taxation to meet the cost of living, which will then rise because minimum wage has risen, increasing unemployment and requiring a rise in taxation...

Still, there'll be a technician job or two going to replace the thirty or so customer-facing roles, so there's that.
