He is a bounty hunter (which hunts bandits) who has a code of honor. He is not your average, run of the mill scruffy looking nerf herder.

I'm quite sure that Mr. Fett is never acknowledged as a 'bounty hunter' in any of the original films.
 
the first time you see him he is one of the bounty hunters Vader tasks with tracking/capturing the Falcon.
Jump scene to where they're gathered in the cloud city, Fette tells vader he's no good to him dead, eluding to the fact that he wants to claim Jaba's bounty on Haan.

my question is... How did a character intended to have little more than a bit part wind up as one of the most popular characters out of the saga

Completely unintentional on the part of Lucus, I'm sure. Just a fluke of nature that Bobba became what he is and latter became intertwined with the clone story.

I've never understood, either. Probably a variation of the "the others are too popular to have street cred" theme. Then again, I've never read the books, and since he has a role in Episodes V and VII, so he's not looked at as an Ewok-addition type of character. I guess it kind of makes him another Han, had Solo stayed his course has an independent trader, and one who could be foiled by his own technological advantage.

I'll agree to that point, but its astronomical how many of the current generations "fans" don't even know about the books...
