I want to know how they knew he was doing 8 instead of 2.

They see how much time it takes the car to travel a known distance then calculator they speed. Basically they know that the distance between two points on the road, they see how many seconds it takes they car to travel between the two points and depending on how many seconds that is the speed they are going.

Most smart phones that had a radar/speed gun apps, work the same way.
