Interestingly though (at least last I read), Sony themselves do NOT consider Gran Turismo 7 as a Live service game so take from that what you will...
The mention of Live Service reminded me of this from a couple years ago. There's a chance the term was misused or potentially lost in translation, but this is Kaz referring to GT7 as a Live Service himself:
Dear Gran Turismo Community,Thank you for your continued support and feedback on Gran Turismo 7, your voices have not gone unheard. I would like to apologise for the frustration and confusion caused last week with our updates which resulted in not only a server outage but also adjustments to the...

It's perhaps not a
conventional Live Service, which might be why Sony wouldn't consider it as such going by what you said.
The "Weekly Challenges" do kinda function like a miniature Battle Pass of sorts though, so there's that. Could even be argued that the rotating Seasonal Events from GT5 & GT6 also made
them Live Services to an extent.
Tangent point.
Because someone will probably bring it up, those 24 Hour endurance races that are mentioned in the screenshot are probably being waited on until the reintroduction of B-Spec, so the A.I. can take some of the driving stints, and the ability to save progress mid-race like you could back on GT5 (wasn't a launch feature).
The B-Spec point in turn is waiting on Sophy A.I. development, which is likely what changed the 24H races from being "near-term updates," as this announcement predates any plans for the A.I. to my knowledge.
The point that's perhaps overlooked in that statement is that those 24H races will be
Missions, meaning if they are like other Mission events they will be
one-time prize payouts. However this statement
was a couple years ago, so plans may have changed since then. We do have that Spa 1H race in the regular career mode after all, which
is replayable for credits.
