Gran Turismo 7 Rumored as PlayStation 5 Launch Title

Licensing single F1 cars has nothing to do with the 'strict' full F1 license. The car is licensed directly from Mercedes and can be freely included without involving FOM or FIA as long as it isn't used alongside other F1 cars to create an F1 race.
With that said however, all of it are within the FIA overseeing the deal, meaning that if one of those parties cross the line, FIA or/and F1 management can fine the manufacturer involved or/and making legal action against PD or any developers involved.

One manufacturer limit and any other restrictions is there for a reason.

The only reason the F1 car wouldn't carry over to GT7 is if the car was on a per-game license and PD/Sony don't come to an agreement with Mercedes to include it in another game.

That's how licensing works, you either license a car for a set number of years, or for a specific game. If it's for a specific game and you don't renegotiate a new license, you don't include it.
Dunno but I mean, there are games that can have almost all F1 or other motorsport card and get to keep it, like Real Racing 3 for example...

Real Racing is the only other non-CM game with F1 racing, presumably because they're a mobile game and the license allows that.

They only "get to keep it" because of how they licensed it though, which is almost certainly as "Include only in Real Racing 3". If RR4 gets released, they'll have to re-negotiate a license to include the cars again, like anyone else.

If they would release it in 2020, they would announce it now...

They could have every intention to release it 2020, but in 6 months in this current state of affairs a lot could happen. No point in saying 2020 now and facing unforeseen circumstances, better to wait a bit and have a more clear timeline in a few months. Considering they've been working on it for awhile, and the majority of the framework is complete with GT Sport, I don't think it's unreasonable to see it in 2020.

I would like it to launch with the PS5. In my heart, I have a little hope that it will be soon, if we note that GT Sport was a GT Prologue.

But, realistically, I believe it will be launched in the middle of 2022.

The truth is that PD is very unpredictable and nothing can be predicted about it's steps. It can take a long time, like GT Sport, GT4 and GT5. It may take a little while, like GT6. I don't really know.

As rough as the gameplay looked, I’d be surprised if it’s less than two years away. I’ll be happy to be wrong, of course.
 
What happen to GT Ocho? Some people were speculating that the next in the series may be #8 because of a picture that looked like it may have had 8 cars in it a couple weeks ago??
 
It didn't have a 2020 Holiday listing at the end of the trailer like Spider Man had. This is definitely a 2021+ game, and I'm glad. Hope Polyphony take their time to optimize and polish it up after seeing how close that gameplay footage looked to PS4 GTsport.
