They could be placeholders. PD is known to change engine sounds abruptly in updates and such. Right now they're probably focused on letting people FEEL the game and get accustomed to the physics and some of the features. Engine sound, While very important, is something they probably feel can be something to reveal later on.
I just don't believe you expand your staff and get a guy from Forzas sound department and don't have sound improvement.

They know that before graphics, we expect faaaaar better sounds. A big event like this with the same kind of sounds. I can't understand Poly. Don't know if that's true or not, but it's a helluva marketing strategy if it is. Ford: "Hey everyone, come on out for the 2017 reveal of the new Boss Mustang. We just want you to get a feel for the car before it's released in the fall, so instead of the new 351 Cleveland motor with 645 hp, you're just going to drive the 2.2 litre 4 banger with 185 hp.
