No, I saw the race and I can tell you for sure that there were only 16 cars on track including the safety car. Which means only 15 cars were actually racing for the win.Here it is (the top attachment):

I'm guessing that, with the greater focus towards online racing, penalties would certainly be an option that could be enabled for online races. Not sure about offline, though.Driving standards are meh. Are there penalties in this?
