Think I'm able to go definitive on this one:
- Teams are permitted to licence their current car to ONE game outside the main FOM licence.
- Current can be defined as a car raced in the previous 12 months, i.e. the last season and the current season.
- Non FOM licensed games may contain ONE contemporary car.
- UGC permissions around that car are entirely up to the team.
My understanding is that:
- The lack of the F1 Ferraris in GT6 was related to Ferrari's relationship with Kunos.
- The restriction with the F1 Ferraris re where and how they could be used was a Ferrari thing, not a FOM thing.
Recent history of F1 cars in non Officially Licensed FOM games:
Gran Turismo 5 Prologue (2007) = Ferrari F2007 (2017)
Gran Turismo 5 (2011) = Ferrari F10 (2010)
Real Racing 3 DLC (2014) = Ferrari F14T (2014)

Not the car that everyone thinks and to be fair to them, they're most likely right, that is not the car. The high nose regs ended in 2013 and the car you pointed out is a W04 which is from 2013.
I just bought all the N100 cars and the Daihatsu RJVGT(146hp, is the limit for N100 classification), to do a TT comparison at Tsukuba(the game won't allow MULTI-CLASS racing, using the VGT).Great I know what car I'm getting next then. Guaranteed copen.

However, that's a faintly ridiculous way to count tracks.
Let's ignore the rally tracks (because Polyphony largely does too), and the three ovals (Northern Isle is only short because it's short; this seems like an odd thing to say, but it's a half-mile banked oval and there's nothing really that would distinguish it from a five-mile banked oval like Test Track). Let's dump the reverse tracks too - including Inner/Outer Tokyo variants, which are reverse tracks, but distinct on the grounds of using the opposing carriageways - and the "No Chicane" versions of Monza and La Sarthe, plus the Ring's Tourist layout (you can't race on it, and it's just a different start/finish line).
That gives us 29 tracks:

15 tracks is more than half - 51.7%, if you're interested. So now most tracks are short ones! However, there's one more qualifying criterion you mentioned:
Deep Forest (home straight) and Trial Mountain (back straight) both have a straight measuring roughly half a mile. Willow Springs - which you were happy with earlier - is about the same, as is Suzuka East. Interlagos is, surprisingly, shorter, at about 710 yards (0.4mi), but that's because there's a corner right at the pitlane entry. Brands Hatch is much shorter, although including the kink at Pilgrim's Drop, it comes in around 740 yards (0.42mi)...
I'd have to get out and measure the straights at Lago Maggiore, but the longest one, on the GP and West circuits doesn't seem as long as Dragon Trail Gardens' main straight - and you're perfectly happy with that track.
So we could potentially ditch only the two Blue Moon infield tracks, leaving 13 of 29 tracks as "short", by your criteria. Even if you want to include the ovals and rally tracks, it's 17 of 35 (and that's almost half).

So given this information I guess there is a good possibility that the open wheeler could in fact be an actual F1 car then! I do know that there were 1,017 scapes on Oct 23rd. It then shrunk to 1,008 in late November and we're currently at 1,096 as of today.
That is only 88 new scapes since November and most of them are at Monza and Le Mans.
I had been hoping that they had been holding back on a couple hundred scapes all ready to be added every now and then. To show more of the world.
If I had my wish granted we'd have scapes from Hammerfest, Svalbard, Stockholm, Chicago, Calgary, Texas, Hokkaido, Socotra, Buenos Aires, Glasgow, Barcelona, Monaco, Florida, Saskatchewan, Arkhangelsk, Belfast, La Plata, Inuvik, Reykjavik, Warsaw and Omaha

With the F1 car likely to have a pretty hefty price tag I thankfully have over a week to grind more on top of my current Cr5.5m. I really hope the Mazda 787B uses the GT6 sound sample and not the horrid LM55 VGT one. They made a huge backward step with the Peugeot 908 HDi so it's not unprecedented.
Also, on a side note, with Circuit de la Sarthe Circuit Experience presumably being added as part of the update, I assume PD will choose to use the Toyota TS050-HYBRID 2016 after the win this year.

W08 isn’t a current car, therefore. It’s a one year old model. January it was launched in 2017 and is therefore out of date in terms of F1 development.

'Current' in this context has nothing to do with when the car was launched or its technology, and everything to do with when it raced, licensing, marketing, and specifically the fact that the current year version of the official F1 game launches in Q3 of the year.
