Moglet, how'd you get those little blue reflections? Lens flare? If so, you're gonna have to resubmit; they aren't allowed in the comp.

Very cool shot otherwise though, I like it a lot. Same goes with GR21, and 440 of course. The reflection clean up is top-notch, but the road has an odd look to it. Not the noise, the strange colouring pattern it's going through! . Also, the noise on the banners on the right side seems out-of-place. But it's such a well-done, complete blur, as always 👍

Reflections look like a simple brush... Definitely not lense flare.

Yes, that's done with the dodge tool, right? That's how I do it...

The light spots were done using the dodge tool followed by a layer of brushes set to Overlay. The twinkle effect brushes are completely standard Photoshop CS brushes, too. 👍
