I think they have a weird list of priorities.Do you think that the 499P is not yet in the game because PD are lazy? Or is it perhaps that it is lower down their list of priorities? You may disagree with their priorities, fair enough, but that's not really the point. It being in a mobile game is irrelevant.
Being in a mobile game IS relevant because shows that if a mobile game can get Ferrari do license this car, so should Poliphony Digital (there is a lot of people spewing BS that Hypercar is exclusive to the Le Mans Ultimate game, which isn't).
When goddamn Ferrari comes along saying they'll build a prototype to challenge for a overall win in Le Mans after half a century and actually manages to win first try, I guess you make room on your list, maybe leaving the 300th Civic hatch for later. Well, I certainly would, and seeing by how much this car is wanted and searched on Google related to GT, I guess so a lot of people as well.
If we are going to get pedantic, let's go to the extreme: Ferrari announced their Hypercar program back in February 2021. The car itself was revealed to the public in October 2022. Way more than 12 months. It's been 12 months since the 499P won Le Mans. Give it three months for negotiation and nine months to model....
