It's still a Rear wheel drive standard estate. It actually isn't against the regulations in anyway.
Basically the story is Plato and BMR have been working on this for years. The Subaru however has been altrered driveshaft wise. It's a bit difficult to explain in writing, but the position on the chassis and engine (due to 'scoobaru' being a traditional 4 wheel drive car) makes the weight distribution perfect. Even with weight the car still handles brilliantly.
That is Matt's concern. It's not that powerful (yet) but the handling is superb and no matter how much weight you add to it, the balance of the car stays the same.

The Subaru is still in it's development stages, and is already winning races. Despite being a Plato fan I don't want them to create a F1 merc style car that wins every race despite the format and success pens.
