Translate Grandmother to a tagalog word. You get Lola. The one that created the body of the GT40

I'm thinking along the lines of the Lancer Evo VII Rally Car Concept. Why?
The Evo VII WRC was the first Lancer WRC built to World Rally Car regulations, the earlier ones all being built to Group A regs. 4 of these (Evo III through VI) appeared in GT2, the Evo IV and VI surviving The Great Cleansing (although the IV was hospitalised at the time of GT3).
I'm not sure if there was only one, but the car has only appeared in GT3.
It's japanese, but I'm a bit unsure about the Motor City part.

although the correct name in game is "Nissan Z Concept '01"Explanation:

-Before the 350Z, there was 4 generatins of Nissan Z cars (240Z, 280ZX, 300ZX Z31, 300ZX Z32), but the 350Z was a complete redesign distancing itself from the older models, and this design hasn't changed much to the 370Z.
