I don't think anyone is going to be hugely quicker because of the track length. So I reckon anyone running 1'04s will be in with a shot.

It's a small track, yes.

Small track = many laps which means that even a small difference in lap times will make big difference in the end.

True but the amount of hairpins here mean that it isn't too difficult to overcook it on exit and slide and also people tend to make some rash overtakes.

Also, you can generally hang with someone faster here because of the draft opportunities.

Seriously, anything can happen here. I watched the replay of last seasons race and I got incredibly lucky with where I was given overtaking oppertunities, and my pit strategy was the real reason I won.
