I doubt it's happening right now.
PD usually announces things some days, or weeks before it happening.
For example the Redbull track, the FT-1, and other stuff.
Of course other things weren't announced at all, such as the numbers, the toyota hybrid, but they weren't as big as this new track, which apparently will also come with a section on special events.
I don't think they would simply put a thing this big into the game like that, without announcing it some days or weeks earlier
But that's just my 2 cents, at the end I really hope it happens tonight, but I'd rather not set myself for disappointment.

EDIT: Actually, it's not going to come tomorrow, because the maintenance that's happening right now has been scheduled since the game's release.

They never gave in a specific date, but they announced it was happening prior to the F1 race on weekend:

Where I'm trying to get is that I don't think they'd simply throw in a track like this, without even announcing it happening.

Idk, I think they're gun shy of saying something is about to be released after the senna circus. That was a joke. On GTPs and PDs part. They didn't tell us when 1.10 was about to be released as far as I know either. Wake up one morning and boom there was an update. Just saying. Not saying it is going to happen, but I wouldn't be surprised.

I wouldn't get my hopes up high, PD pretty much releases updates when they feel like it, demonstrated by 1.10 and many others.

with no announcement until a few days have passed.

We're up for a simple scheduled maintenance, PD does this every week. It could, or could not hold 1.11 or something similar.

You guys should calm down.
As much as I'm excited about this track, hyping over it and checking every other hour won't make it come faster, if doesn't come tonight, it'll come sometime in this month, the track is in the files already, so just calm down, it'll happen eventually.

Gran Turismo's official website says there is regular server maintenance from Monday 23:00 New York/server time until 1:00 on Tuesday. It obviously doesn't always effect online servers. Either way, it is now almost 2:00 and the servers are all still down. Those are the facts, my speculation is that we are about to get the track. Would they do setting like this without an announcement? I wouldn't put it past PD, they are known to like surprises.

Man tonight I was like I'm gonna come online, race with my friends for a little while then hit the sack, got some stuff to do tomorrow so I'm not gonna stay up til sunrise. Now that the server maintenance is taking this long I'm flushing that idea down the tubes, lol.
I was thinking about it, the last time I remember server maintenance keeping me out of online lobbies and seasonals this late was was during the TS030 update, which I then remembered was when they added the Red Bull Ring. Just saying, curious similarity...
