Besides the Willow Springs ones those are all GT5 course maker locations. Top Gear probably won't be worrying about negotiating licenses if PD does want to get TGTT back in GT as Top Gear is a bit caught up in their own mess at the moment. The first playable GT5 demo pods were at Gamescom and they also revealed some other stuff there.That's not true. The earliest thing about GT5 I can find right now is E3 2009, and GT6's reveal was at a special event at Silverstone hosted by PD. So no, they haven't revealed any games at Gamescom and they especially won't now.
EDIT: About content announcements... Gamescom is in Cologne, TGS and Taipei are in Asia. PD is based in Asia. So I don't think they'll delay content to finish it and then wait even more to go to Germany, even though they could have released it earlier and then go there to show it.
