why didn't they just do the full f1 gp track instead of hacking it up?

the two straights with hairpin near the end has an entire row of exactly the same houses...licensing issues?

I don't know, I've seen many racing games with Monaco in them, with different names and slightly different layouts. I personally like the track in Shift 2.
