Without paying attention to ride height, spring rate and LSD init/accel (they are almost the same on every available Daytona tune), NO!
Dampers and camber are completely different. The rear sway bar is equal, but front 3 makes quite a difference. LSD decel is probably copied, but decel is not that important on a Nascar. Front toe could be copied from your tune, but hey the rear toe is completely different.

Ok, let's see what's probably copied:
-Front toe -0.20
-LSD decel 20,
-Rear sway bar 4.

Seriously? I think it's laughable to blame a tuner with these weak arguments!

I haven't tried your tune but are you sure with using Hard tires? The tire wear with Race Soft is almost the same.
Full downforce is in my opinion too high! It helps you doing 50 laps (even when staying on the yellow line), but it makes you also very slow and isn't necessary. Even a lower value would be enough to give you the opportunity to do 50 laps with every available daytona tune.
