For me, manual transmission is a lot more than just car control, even though that has the biggest effect on the gameplay it self, but, using the latest example of in NFS carbon, it added a level precision and dynacism to how the car behaved, taking corners at higher speeds allowed the auto-clutch to help slow you down too, the feeling of keeping it in a certain gear at certain moments on terrain to keep the engine power peaked, is always one of the biggest things for me too, too many games shift you into the wrong gear automatically when I know for a fact, shifting down and holding a higher RPM on this slanted curve or hill will give me better torgue and better power output than automatic would choose for me.
Among those things, drag racing was always really fun too. Not to mention the simple joys of revving the engine up after an upgrade, hearing that new exhaust sputter and burble and crackle as you rev it hard. Finally, the idea of power control vs traction control, tuning power appropriately may mean at times you need to start in 2nd gear to get the best pull from start, or spooling up the turbos to inject as much charge as possible before taking off, etc.
These are all things NFS:U2/Most Wanted 05 and Carbon allowed for quite deeply within there arcade nature of games. Manual transmission does so much to alter the feel, control, response, power and technique to driving, that I really hope it returns, but so far I think it's obvious it doesn't have it...which again I make the arguement it makes having tuning and performance upgrades less effective, if not almost redundant with how much they are supposed to effect the cars.
Wheels are not needed, but personally, gear options are.
