For me, having police in a game that takes place on public roads is almost a prerequisite. I can live without it, but it feels like something is missing.
I initially thought Forza Horizon was going to take place on closed public roads, but after seeing traffic in the screenshots and Dan Greenawalt hint heavily at no police being in the game, I was a bit disappointed. I'm not saying we need an over-the-top representation of the police with EMPs a la Hot Pursuit 2010, but even a basic police presence and system such as in the TDU games goes a long way IMO to not having to rely on the suspension of disbelief that reckless acts of driving on public roads have no consequences. The last sentence I feel is especially true considering it seems there is an aim to have some sense of realism in Horizon, which I feel even minimal police be a must.
