I think we're forgetting that (paid for) DLC wasn't explicitly planned in the first place. The game wasn't even finished when it was released. DLC came because we asked for it; more DLC is coming after that because we asked for it. That lack of forward planning is self-evident.
EDIT: Where does it say £2.58? The last batch were not sold at exchange rate equivalence, but something closer to PPP with tax adjustment.
Everyone also has to keep in mind that PD/Sony have to pay the manufacturers for the license for each car, some of them more than others. Have to recoup those costs somehow.
I converted it on a converter. Either way, the £3.70 i have will cover it i hope but from what i have done its £2.58
This DLC is £2.58 Very cheap, and it has 4 decent cars. Even if no one else is, im looking forward to this DLC. Any new DLC car is a bonus.

That's the exchange rate. The last DLC was £9.49, whilst the equivalent USD price was £7.63 ($11.99, £7.74 today), according to this thread.
Assuming everything's the same (it's not), that leaves us with a probable cost of about £3.21.
It all depends on Sony; well, on a lot of things, including the exchange rate (it's actually slightly "worse" than it was two months ago), PPP-like equivalences (hard to quantify) and tax differences (+ 20%), plus other, non-quantifiable regional differences, and the general aim to charge as much as they think they can get away with.
