The 'Bluesmobile' was a 1974 model Dodge Royal Monaco, an ex-police car bought by Elwood Blues (Dan Aykroyd) at a police auction:

Used to catch drivers on their mobile.

I think I saw that on TV today when they announced the new stricter penalties for people using their phones. It was used as you said to film HGV drivers at the same height.
