It's HIGHLY unlikely that games or sims will fully utilize 16 cores (or 32 threads) any time soon (I would bet 5+ years), since their main hardware target will always be the lowest common denominator, or in other words current-gen consoles. If you buy a CPU with 6 or 8 cores that will still be overkill today, but in 3-4 years that may change at least, unlike with 16 cores. I have a Ryzen 1700 and there's no game today that utilizes it fully. You are better off spending the money you would put towards those new high-end CPU beasts on a high-end GPU instead, if you are concerned mainly with gaming performance.
For comparison's sake, I have an i7 4790k OC'd to 4.5 GHz and my CPU usage never gets above even 30% in Project CARS 1. I know pC2 will be more CPU intensive, but not exponentially so. So, I think you're spot on in recommending a GPU over a CPU at this point.
I would definitely pick Ryzen then. The r5-1600(x) looks like a fantastic bang for buck (and smokes the i5 in Handbrake: http://www.pcworld.com/article/3186...ins-for-best-mainstream-power-cpu.html?page=2). That should be a substantial upgrade from your 860. I don't think it will be that long before developers start coding for more cores either. Within 2 years I would guess (pure crystal ball theory though). I've received no information on any other TCR and expect it to come in DLC. But we may be surprised.I think there will be other TCRs because SMS is trying to have good variety in all their classes. I'm willing to bet, at least, 2 TCRs in the base game with the extra one complimenting it.

Of course, you should perhaps wait a bit and see how the Coffee Lake 6 core fares. Last I checked it should come in August. Since Intel chips have more IPC (Instructions Per Clock) and also higher clock frequency it should perform better. It will come down to pricing I guess.

I haven't seen any pics of them or any in a trailer. Also the devs and WMD members haven't mentioned them. It's gonna be kinda disappointing if stock cars aren't in the game because now we have ovals but no stock cars to race on them.
