Basically what you're seeing is two frames in motion at once in a captured pause, In game pause is obviously going to show one frame (well, 60 frames per second but all of the same frame). The reason you don't see this in the captured videos on PC or Xbox is because they are using a different motion blur technique.
You are
not going to get this ghosting effect in photomode. You are
not going to get it in game when paused either. You obviously get it when paused on a captured video, whether that will be the case with a PS share vid I don't know, nor care to be honest.

If you don't like this motion technique, the weakest AF, and framerate drops... Get an Xbox or PC.
If you don't like more screen tearing, the weakest image quality and framerate drops... Get a PS4 or PC.
If you don't want any of the above... Get a decent PC.
If you just want a blast round with your mates and don't give a **** about any of this... You're my kind of dude
