Honestly on a budget the Driving Force GT is a good option.
The G27 would be the next step up. As well next step in price. You get a banger with it though. Not having a desk to clamp too kinda makes me think the shifter isn't priority or be used.
So my suggestion would be DFGT. there are a few slick solutions for mounting and what not on GTP here.
I always wondered why people with wheel stand Pro's don't fasten them to a base board of say 1/2" plywood. Then make a 2x2 frame that a chair sits in and all four legs are pocketed in the frames corners. Chair won't move away from stand. Stand fastened won't move away from chair. You basically should have a solid rig at this point. Remove chair. Fold down and slide wood and stand away.
I'll draw a lil pic in a bit to help visualize that idea.

Pedals could easily fasten to wood base. As well that base can be carpeted with indoor outdoor at low price. Paint it. Use reg carpet. Speaker box carpet. LoL
