You mean like fabricate evidence to frame someone or something to that effect?

Seriously, if they "catch" this sniper, I'm sure he'll probably be framed some how. Someone innocent is going to take the fall just so this will all go away, people will have more faith in the government and vote for Bush again. Or not. Heh, maybe a little outlandish.

Who knows? I just like to keep my mind open to possible explanations other than that this is just some sick bastard, which it could well possibly be.
