Qatar won the vote 14-8 over the USA. However, there should have been 24 votes in total, but two FIFA Executive Committee members were suspended over corruption charges before the vote. Subsequently, another 5 have been suspended or found guilty of accepting bribes, and another 10 are/were wanted for questioning.
