By tuners I assume you're meaning the entire tuner village (from HPA to TRIAL) plus any full models from the factory that are available (Nismo 270R, TRD Celica, Mugen Integra), right macca??
If so, then yeah that sounds like a great idea. Do more tuner times and I'll add a category.

In my opinion the Spoon Civic should be moved from production FF list to the new Tuner FF list

After a short view of the list I can tell that
most of the cars are
FR (17)
2nd most
4WD/AWD (6)
and 3rdare
FF (5)
total 28 cars shouldn't be too hard to have own competitions.
FF's and 4WD's are easier to sort ,but in my opinion those 17 FR's need extended list. (top 40 for example)

or Shelby Cobra 427 '67
Sinse it looks like really impossible time to be made in
the Mercury Cougar XR-7 , but more likely in the Shelby Cobra 427.

That leaderboard is based on K-Brigg's old one and some of the times are questioniseable.
And you haven't posted the picture needed for that entry to be official.

ps, my time in the Mercury is
9.269 so you can tell why I'm asking this.
I honestly have no idea. I have opened GT4 since 2006, and I don't play it anymore.
My opinion is that I'm at the very limit of this car and
that there could be a 0.05 more to find thru gear tuning , but 0.40 is really impossible.
Sorry for the long post. I have alot to say and I allways try to say it all at the same time.
ps. ofcourse I'm in for the tuner car idea as I alredy have some entrys done and there is more to come.
EDIT: improved my Toyota RSC '01 time
. I'm giving it another shot tonight, and hopefully MadMax will put something up to compete with.
. And another one I messed around with was the Chapparal 2D (I actually got under 9 seconds 
. Shame I can't do any times for a while now...
I've only just skimmed over the thread and seen like another 40 to 50 posts and one comment stood out. Madmax, try and destroy my Porka time, I want to see an 8.19x, I know it's possible.
