I was thinking we use something like the 3/3 system, but linked with the pursuit priorities. The racer starts with 0/3 and once they hit 3/3 or higher, they're out. Here's the "key":
Priority 1 (basically all units needed, SWAT team too probably): add 3.
Priority 2 (some cops in the chase, pursuit is getting a bit crazy): add 2.
Priority 3 (traffic stop for minor violation or a very quick chase): add 1.
And if the cops lose visual of the racer for 2 minutes, the racer does not have any fines added for the pursuit they have evaded.
The idea that I had was that if you're a racer and your first pursuit lasts less than 10 minutes, by default you can go again. However if it's either over 10 minutes or a SWAT team is called in, it's an instant impound if you get surrounded and arrested.

So...how about that Hot Wheels expansion? That Hilux and the Wrangler Trailcat could make for some fantastic police / racer vehicles.

I do wonder whether or not the Hot Wheels vehicles will be considered road legal.
I'm thinking the Valiant Charger could be an interesting choice for a classic police vehicle, especially as Valiant Chargers were actually used as highway patrol units by Australian police forces.
The Hot Wheels originals are in a gray area for eligibility, may need to hold a discussion on them.
The Zenvo ST1 will likely be in S2 class, so we can disregard that.
The Pagani Zonda R is definitely illegal, seeing as it is a track car.
The Jeep Trailcat and Arctic Trucks Hilux could make for good offroad pursuit units, depending on performance.

- Mute your microphone when you are away or eating.
- Police cannot use head-on hits to take down racers unless they are in a Rhino.
- A car is considered wrecked when it hits a roadblock, civilian, static object (wall, barrier, etc), at 75 mph (100 mph for an SUV or pickup) or higher or rolling/flipping over. Small shunts/nudges are OK.
