I have Photoshop on one of my PC hard drives but I didn't use Photoshop to add the moving wheel effect. I used a similar program called "Pixlr", which can be accessed for free here. Also, there is no downloading to be done, so you can start editing your photos straight away. It will take some time to get used to it, but once you know what all the tools do then you will be very good at editing photos in no time :) .

Interesting! I have photoshop elements 8 and the elliptical tool wouldn't allow me to select the wheel because it was off camber not directly up and down. I will have to Check out Pixlr, thanks for the heads up

If you are wondering, I used the smudge tool on Pixlr at around 30% strength. I also changed the brush size and strength so that more parts of the wheel were smudged more than others. That's how I got the effect when the wheel wasn't moving at all.
 
They are really good photos, but I think you over did it with the yellow filter, especially for the sky. Try going into an editing program and make the sky more blue for a more realistic effect, at least in my opinion.
